This book is titled "The War of the Rebellion: A Compilation of the Official Records of the Union and Confederate Armies." It is Series I-Volume XLII - In Three Parts. Part II -  Correspondences, etc.   Published in 1893 by Washington Government Printing Office.  The book is signed in the front by Alston Grimes in 1898, he is the son of Bryan Grimes a General in the Confederacy, who lived in Grimesland, NC, named after his family.  This book features Correspondences, Orders, and returns relating to Operations in Southeastern Virginia and North Carolina, From August 1, 1864, to September 30, 1864. Has index in the back you can look up names, places and cross reference to pages with those names and places.  The inside pages show browning from age otherwise they are in very good condition.
